OMG, I recognize the singer! He was on a Wiggles video singing “Tie Me Kangaroo Down”. I think it was the wobble board that really tipped me off, but then I recognized the voice.

Hey, I know this guy! He is on one of our Wiggles CDs! Wiggly, Wiggly World…he plays on Tie Me Kangaroo Down Sport.

It’s Rolf Harris. I feel I ought to apologise on account of being Australian and therefore guilty by association…
This is one of a whole series of performances that aired in Australia in the early 90’s on episodes of Andrew Denton’s ABC TV comedy/talk-show series “The Money or the Gun”. I have a video with 25 of said performances each one a different version of Stairway to Heaven ranging from the wobble-board extraveganza here through to the Sydney Philharmonia. It’s quite a bizare experience to watch them all in one go. On the front of the video case is the quote “…it seemed like a good idea at the time”
